In accordance with their internal statutes, the WTA CZ Council and the SSBK Board of Directors issue the following

AUTHORIZATION RULES

WTA CZ – Scientific and Technological Association for Building Rehabilitation and Monument Preservation

and

SSBK – Concrete Structures Repair Association

for the field of concrete structure repairs

Article 1

These authorization rules regulate the following:

This is not an authorization according to Act No. 360/1992 Coll. as amended on the exercise of the profession of authorized architects and on the exercise of the profession of authorized engineers and technicians active in construction.

Article 2

Authorization in accordance with these authorization rules is granted for the field of concrete structure repairs. This includes plain concrete, reinforced concrete, concrete with scattered reinforcement and prestressed concrete.

Only persons with a university degree and three years of professional experience or a secondary education and five years of professional experience may apply for this authorization.

Article 3

The application for Re-authorization is submitted to the WTA CZ or SSBK secretariat by the applicant in writing on the prescribed form, which must be fully and legibly filled in. Article 4

Recognized as a professional experience is a performance of activities in the implementation of the construction, participation in design activities, published expert opinions, articles and publications and patents, with an acknowledgement of at least partial authorship.

The length of professional experience is proven on the basis of documentary evidence (proofs, certificates, etc.) about the applicant's current employment or business activities. These documents must always specify the selected professional activity and the period during which the applicant has performed this activity.

If the aforementioned documents are unavailable, other means of proving the length of the experience (e.g. witness statements or affidavits) may be considered.

Article 5

The examination committee for authorization procedures consists of four members, namely a chairman and 3 others. Two members of the committee are appointed by the WTA CZ Council and two others by the SSBK Board of Directors. The chairman is elected by the committee by secret ballot. The committees are independent on the WTA CZ Council and the SSBK Board of Directors in assessing and deciding on the result of the Re-authorization procedure.

The current authorization committee is available on the websites of SSBK and WTA CZ. The examination committee is lead by the chairman, who manages its activities, is responsible for it and for the proper course of the authorization procedure, and decides on disputable or extraordinary circumstances that may arise during said procedure. The chairman also has the right of the casting vote. During his absence, all his functions are performed by a member of the committee appointed by the chairman. The chairman or a member of the committee appointed by him and at least two other members of the committee must always be present during the authorization procedure.

The examination sites are located in Prague or Brno.

The fee for the exam is CZK 3,000 Kč for members of WTA CZ and SSBK. The fee for non-members is CZK 4,000. The fee for retaking the exam is 500 Kč.

Article 6

The WTA secretariat in cooperation with the chairman of the Examination Committee will check the completeness of the application on the basis of the submitted documents. If the application is illegible or incomplete, does not contain all the required documents or it is not clear that the conditions specified in these authorization rules are met, the committee shall invite the applicant to remedy the deficiencies and specify which documents are needed to complete the application and by what date.

If the application is not ammended in the required manner within the set deadline or if doubts arise as to the authenticity of the documents, the committee shall propose the rejection of the application. The decision to reject the application must contain the reasons for the rejection and instructions on the appeal.

The applicant cannot be invited to the examination until their application, including the required documents, is complete.

The date and place of the examination must be communicated to the applicant at least 15 days in advance. The applicant mus also be informed of the authorization fee and the obligation to pay this fee either in advance by wire transfer (so that the payment is credited to the account at least one day before the authorization procedure) or in cash before the start of the authorization procedure at the examination grounds.

Article 7

Before commencing the authorization procedure, the committee shall verify the identity of the applicant, inform the applicant of the manner of conducting the procedure and of his rights and obligations according to these rules.

The authorization procedure consists of an oral part and a written part. The results of each of these sections are evaluated separately. The oral and written part take place in the Czech or Slovak language and without the possibility of the participation of an interpreter.

The written part of the authorization procedure is not public, it is carried out in the form of a written exam (hereinafter "exam"), which allows for verifying the professional knowledge of the applicant. The content of the exam is determined by the examination committee and the questions need to be constantly updated. The list of question scopes for the exam is available on the websites of SSBK and WTA CZ. The exam must be undertaken under the constant supervision of a designated member of the committee.

The subject of the oral part of the authorization procedure is the examination of the applicant's ability to apply professional knowledge in a practical and independent performance of professional activities in the field of concrete structure repairs. This examination takes place mainly in the form of an expert discussion on the submitted professional documents. The oral part of the exam is always performed by only one applicant at a time. The chairman and at least two other members of the committee must be present throughout the examination.

The "passed" classification can be granted to an applicant who has succeeded in both the written and oral part of the authorization procedure. In the written part, it is necessary to answer at least 70% of the questions correctly. An applicant who fails the written exam cannot be admitted to the oral part.

Article 8

The applicant may request the postponement of the examination from the committee no later than the date of the authorization procedure. The request must state the reasons which prevent the applicant from appearing for the authorization procedure within the set deadline. The committee may grant a request for deferral if the applicant has medical or other serious reasons for postponing the authorization procedure. The applicant should be notified of the alternative date of the authorization procedure at least 15 days in advance.

An applicant who does not attend the authorization procedure without a proper apology and does not request its postponement is not entitled to perform the authorization procedure at an alternative time. If their interest in carrying out the authorization procedure persists, they must notify the examination committee of this fact and supplement their application with documents that have expired or been amended.

The chairman of the committee may decide to suspend the authorization procedure for serious reasons. In such a case, the applicant must be informed no later than 30 days after the interruption of the authorization procedure that the date on which the interrupted authorization procedure will continue will be communicated to him at least 15 days in advance.

Article 9

The committee evaluates the overall result of the authorization procedure without the presence of the applicant with the classification of either "passed" or "failed" decided by a majority of votes. The chairman shall inform the applicant of the result of the examination immediately after the decision is made.

The committee shall make a record of the performed authorization procedure on the prescribed form. The minutes shall be signed by all present members of the committee. In the case of the "failed" classification, the applicant confirms by his signature on the form that he has been explained the reasons for his failing of the authorization procedure. If the applicant refuses to sign the form, the chairman of the committee shall indicate this fact on the form.

In the case of a "passed" classification, the applicant will be issued within 30 working days a Certificate of Authorization for the field of concrete structure repairs and a stamp with a serial number, for which the applicant will pay the actual costs. The applicant agrees to be included in the list of authorized persons for the field of concrete structure repairs on the websites of WTA CZ and SSBK.

The Certificate is valid for 5 years.

The Certificate of Authorization contains:

The holder of the Authorization Certificate is responsible for the professional level of performance of the activities for which authorization was granted. This does not affect the liability according to the general regulations.

In carrying out their activities, the holder is obliged to observe the applicable generally binding legal regulations, to make appropriate use of professional literature, acquired knowledge and experience and Czech technical standards. The holder thus guarantees a high professional level of the activities carried out, which correspond to the current state of knowledge in the given field.

The holder is obliged to perform professional activities personally, or in cooperation with other holders of the Certificate of Authorization, or in cooperation with other natural persons working under the holder's supervision.

In addition to the expiration (see Article 9 above), the Certificate of Authorization shall be revoked if the holder of the Certificate of Authorization so requests in writing or dies.

The validity of the Certificate of Authorization is suspended in the event that its validity period expires and it is not renewed by reauthorization based on a request for reauthorization in accordance with the reauthorization rules.

In the case of a complaint about the professional activity of the holder of the Certificate of Authorization delivered in writing to WTA CZ - Scientific and Technical Society for the Rehabilitation of Buildings and the Care of Monuments, or SSBK - Concrete Structures Repair Association, this complaint will be discussed by the examination committee for authorization procedures After considering the complaint, the examination committee will issue an opinion including a proposal for further action under the rules, which will be submitted to the WTA CZ Council and the SSBK Board of Directors. These bodies will jointly decide to carry out one of the following measures:

In the event of suspension of the Certificate of Authorization, this information will be included in the list of persons granted the authorization for the field of concrete structure repairs published on the websites of WTA CZ and SSBK. Upon revocation of the Certificate of Authorization, the person will be removed from the list of persons with an Authorization for the area of concrete structure repairs.

Article 13

These authorization rules come into force on the day of their approval by the WTA CZ Council and the SSBK Board of Directors.
